The context
The UK Government runs numerous programmes, yet only a fraction are rigorously evaluated. To change this, the Evaluation Task Force needed to raise the baseline of evaluation understanding across all departments.
The challenge wasn't just technical knowledge; it was giving analysts the practical confidence to teach these concepts.
The solutions
Curriculum design: I partnered with evaluation experts to write ten modules on core concepts.
Programme design: I co-designed a 5-day intensive programme focused on practical facilitation skills.
Cohort delivery: I led four groups through the experience, fostering safe spaces for practice and feedback.
The outcome
Scaled impact: Across four cohorts (2023-2025), we empowered 200 analysts who subsequently taught 2,400 colleagues.
Increased confidence: A 2025 randomised controlled trial of the Academy showed a significant increase in training confidence (+1 point increase on a 5-point scale)
Expanded networks: The trial also proved participants expanded their cross-government networks by an average of 8 connections.
